X2...just follow the instructions in the manual. Pg. 119-125 in the manual for an 07 tC. The steps to initalize it are on pg 124. Follow every step correctly. Let it blink slowly 3 tims an then leave the key turned to "ON" still for a few mins so it takes it, then turn the key all the way to "Lock" So make sure that all the pressures are correct to start off with. 32 in the fronts 29 in the rears. I personally have mine at 34 in the fronts and 32 in the rears and my system operates just fine. A dumbed down version of what it is doing since the 07 have the actual monitor in the tire now, is it takes all the pressures and stores them, then once they get to a certain reduced pressure it will light up the indicator. Case in point, when I got mine back in July 06, I drove her for about a month and half and then one day the light came on. It was because my driver side front tire had dropped about 5 pounds more then the others had so it tripped the indicator. Nothing was wrong with the tire and it still holds the air just like others. I'm guessing it just wasn't set with the others like it should have been. Hope it helps ya. If you do the steps exactly and it does it again then go have it checked out by a Scion dealership b/c you then may have a malfunction.

It's not going to come on to tell you to rotate your tires. It is strictly to inform you the pressure in your tires is wrong. Or that the system is malfunctioning. If you have already rotated your tires that may be it's problem. In that case just make sure the pressure is correct for front and rears and do the steps to initialize it and you should be set. I just rotated my tires myself and had to do that. It saw the pressure differences in each tire that it had stored in its memory and threw the light.
