Default I think I might have nicked my car

I'm not sure. It was either me or the guy behind me. Today I went for a regents to school and some guy parked really close to me. When leaving I backed up a little since i was parallel parked in. Well I came home and i found this later the same day. I didn't check my bumper before I left so I'm not sure if he hit me and backed up a little or if I clipped him backing up. Didn't feel/hear anything when I was backing up but its not a big scratch so idk.

Its not really that bad. It looks a lot deeper then it actually is. I was wondering how do I go about fixing this. Some really fine sand paper and touch up paint should do?

If I must... I figure some fine sand paper to flatten it. Touch up paint with a toothpick and then just polish right? should I use Scratch-X on the touched up paint?
