The Tech section or a search would be a great place to start...

Is it auto or manual? You're gonna have to have two people to loosen the belt anyway, so make sure you have that before anything else, but in gear, there's no way the crank pulley should spin.

With the car in gear, I bet it'd work if you had someone inside pushing down on the brakes.

Otherwise an impact gun would do wonders, no doubt.

The brakes impact the wheels, not the crank pulley. And you will need an impact gun for a heavy duty project like that more than likely.

Ah, an auto. The P on automatics don't prevent the wheels from turning. That's why you're having trouble.

If it were a manual and in gear, the clutch would connect the wheels to the crank shaft so pushing the brakes would impact the crank pulley.
