Rear sway bar ?
I just got the trd lowering spring, trd struts, rear sway bar, and front strut bar installed from the D(st)ealer. my ? is how to change the setting on the rear sway bar do i raise the back off the car off the ground and just unbolt and change the bolt location to the inside which when looking at it is the higher. or can the car be on the ground?
It can be done on the ground, but it's MUCH, MUCH, MUCH easier if you jack up both sides and take the wheels off.
Just adds a time element.
Consider getting some new rear endlinks. You're pretty much going through 1/2 the installation of those, and might be a good thing to do while you're down there.

Just jack up the rear to take pressure off the bar...and unscrew the bolt and then bolt it back to the inner hole(race setting)....and the same for the other side, But make sure u unbolt both sides first so you can get it in the other hole with ease. And it says to torq it 32 ft.lbs. And your done...i just changed mine from street to race setting a couple weeks ago

Does the trd make a huge difference over stock... Or would i be better off going with a different brand.. I want to get my TC as close to my 3000gt I had. Which might be impossible. But I can try.

No you can tell a difference just take a corner a little faster and a little sharper you will see... i noticed mine just by going down the road and moving the wheel back and forth like nascar and warming the tires.. no roll at all

second pic has the old endlinks. you get the idea.
^ both, the stock endlinks are about as thick as a #2 pencil. i like to take my on/off ramps at rediculous speeds so i opted for beefier endlinks. i dont want anything snapping when putting the sway to the test 
also they are adjustable which helps when wanting an even tighter adjustment. generally you want the sway bar to be as parallel to the ground as possible whilist keeping the endlinks as vertical as possible.

yea i might get the rear end links eventually i don't think im going to mess with the front since i have hotchkis the front was a disaster lol.. but i learned alot about my car being under it for 2 days AHHA
if you're lowered, you'd want to adjust the endlinks to be shorter than the oem endlinks.

^ you can take corners are higher speeds for one, as well as killing body roll, everything just feels very tight around corners and when jerking the wheel. i.e. when you turn the wheel, the car actually TURNS! heheh
