I wish there was an easy way to fix it, but from what I've heard, it's an expensive procedure that you have to have done by a pro - real money outlaid. I've had mine pretty rashy looking for a couple years now and I just keep drivin...
Man, I hate that when it happens. I always just use a small file and some sandpaper and blend in the rash to the wheel. Takes about 30 min but it looks a lot better then a rash.
