i think that is the Hard Target Racing TC, they recently competed here in NJ at ATCO raceway in the Pan American Nationals. That was their qualifying run. Some of if not the fastest toyotas and rotary cars compete at this event. A team from Puerto Rico comes to the us and competes against the US team. Great racing, there are a few vids on youtube if you look up Pan American Nats. Atco NJ.

Yeah, that car is a chasis built drag car, by no means a street car. Very quick.
