there's a guy down here that will take out any curb/scratches and polish for $20 a wheel.
And he usually charges $30-$40 to repaint the face and take out and curb/scratches and polish...
So it is significantly cheaper then 400.
To get everything looking brand new you are looking at $120-$160 for all 4 wheels to be done
