Alright well a while back a few of us were trying to figure out a good way to keep the fog lights from shutting off when you turn on the high beams (http://www.scionlife.com/forums/viewtopic.php?t=224932&postdays=0&postorder=asc&highlight=fog+light+highs&&start=20). Well I was working on getting my parking and head lights to work the way i want them to with my remote start and i accidentally solved this problem its actually very simple....
start by removing the lower steering wheel cowl by removing the two screws and then pulling it off:

the harness you will be working with is the one circled in green above. Close up:

as you can see mine has already been modified a bit.... anyway, unplug it and look at the wires. You are looking for a 16 or 18 gauge while wire with a black stripe. The other wire you need is right next to it. It a 20 guage blue wire.

alright well strip back the factory wire loom/tape and CUT THE BLUE WIRE.
i hate cutting factory wires too, but sometimes u gotsta do what u gotsta...
then what your going to do is take the end of the blue wire that DOES NOT LEAD TO THE CLIP BUT DOES LEAD TO THE CAR and connect it to the wite/black wire. You can do this with a T-Tap or by soldering + electrical tape...
In my pics it might look like i connected the end of the blue wire that goes to the harness but i did not. You need to connect the END OF THE BLUE WIRE THAT LEADS TO THE CAR to the WHITE/BLACK WIRE. (Not yelling just making sure yall get it right :-) )
tape up the end that does go the harness to eliminate any chances of shorting out anything and then maybe wrap the wrest of the harness up with a strip of electrical tape to clean things up.

yeah the pics are a bit confusing because my harness is also modified for some other reasons but heres a little diagram i made. hopefully clears things up a bit for you:

As you can see this does not interfere with the parking light rewire mod...
