I had a ton of red specks on my car because my neighbor is a **** who likes to spray his car in the open but anyways
I was trying to get them off my car with some swirl remover and I guess I went to at it and scratched my paint really really REALLY bad.
I have a feeling I might of gone through the clear because it is super dull wherever I did it.
I was wondering what I should do. I was thinking of sanding it with 2000 grit and trying to use some top clear coat on it.

uhm...if you have proof that your neighbor sprays his car, like pictures, video whatever, without properly containing his excess spray, he is entirely liable for fixing your car. go to court, make him pay. very simple.
otherwise you can fix it yourself, but if he doesn't stop spraying his ish, you'll never stop, but if he has to keep paying to fix your paint, he just might stop.
(court tv FTW!)

The guy has plenty of other problems (autistic kid). I hate the guy but am really cool with the wife so I just kinda let it slide. Do you think i would be able to get it back to normal though I have read it will always look a little off in the shine.

no idea, not a paint expert, but i just thought i'd let you know since he seems to be totally oblivious to the fact that he is damaging your ride with his painting.

Pics ? In the future, try Quixx for the paint flecks or another rubbing compound.
