Horn/Radio Controls/Cruise Control Non-Functioning

Horn/Radio Controls/Cruise Control Non-Functioning

Before I dig up my multimeter, wherever it may be, has anyone else experienced this problem?

-Fuse (which one?)
-Spiral Cable/Clock Spring

My guess would be the spiral cable, but hoping for a simple fuse.

sounds like a spiral cable issue if all those are out.
