i purchase a racer kit from ebay, i am planing let a company to put it on for me. i am wondering how much does it cost and how much does it cost to repair a scratch like this.

Hard to tell put a lip kit wont cover that part of the bumper i dont think but it realy just depends on how much the body shops in your area run cuz there all a little different.
