Since you're in the forced induction section, have you considered a turbo?

He said WITHOUT breaking the bank. What I would do is get a good cold air intake and good full exhaust system. Start with that. You might drop $900 on that. You'll notice a difference, not much, but you'll notice at 3400RPM and up. After that, I'd do something with the headers, down pipe, that's about it. Then you're looking at turbo's ect after that. And yes, get out of the forced induction section. Thank you.

If you are going with a cold air intake that goes down to the fender well, I'll recomend getting a by pass valve in case you have to drive in the rain and mess up the motor.

Ok, topic got moved. For natural aspiration, the gains to be had are few and far between. Your biggest payback would be a cat-back, or even better header-back exhaust, depending on the emission laws in your location.
Optimal setup for most cars is a short intake, 4-2-1 header, and a 2 1/4" cat-back system. You'll see maybe a 7-14 hp gain at the wheels with all of this. The goal isn't to add power, but to reduce losses and make the engine breathe a bit easier. Might even help the mpg if you don't heavy-foot it. Used is OK, for any of these parts, they don't move. For exhaust, replace any affected gaskets with new, and for intake replace the filter if getting used.
