I would recommend dropping your ISO, no need to be that high, and drag the shutter if you have a tripod or something to place the camera on. Also experiment with your white-balance.

Uh...your xif showed ISO 3200, try something much lower. When I shoot something where it's a longer exposure - your shot showed 1/8 sec, I usually go with ISO 100-300 and the shutter speed that applies - I shoot manual.
Example. I'll shoot at ISO 100 (simple just turn it down, not sure with Nikon) and I'll shoot (on a tripod) for 5 seconds or do, that all depends on what your camera tells you, sometimes it's a longer exposure. Lower the ISO the longer/more time your shutter will have to be in order to get your exposure. Try working in Aperture Priority or ideally Manual.
