I just purchased a 2008 Scion Xb. I live in So Cal (Buena Park) and I want to know what is the best way or best PLACE to get my tail lights modified. I'd like to go with a darker look. 'Smoke' or 'blackout' I don't know what other options are. Maybe you guys have suggestions?

Some shops would try to rape you. There are plenty of diys on this forum to smoke your tails. Or you can contact bluebatmobile to order overlays.

probably better off getting a new pair of plug and play lights that are smoked... mine are LED but with a black inner molding clear lens. mine look like these:

You can black out the tails yourself, using VHT niteshade, found at your local pepboys, or you can have custom taillight covers made by Forjworks (eight08customs on here) for a little bit more coin

Wouldn't you be asking to be pulled over by the police in so cal with blacked out tail lights? I think your best bet would be the suggestion by Kiddtango717.

If you want to try for cheap, I say pick up a pair of factory tails on ebay and try out one of the tutorials. Of course being in socal, you might get less hassle from the fuzz if you buy a smoked LED set.
