Want should be my first mod?

If funds are limited I would get the clear bra first and foremost. Gotta protect the investment.
Next, before they get dirty, paint the calipers and drums. Autozone carries yellow brake paint that is an exact shade match for Solar Yellow. I did mine 3 weeks after I bought it and had some cleaning to do first. I should have painted immediately.
Aside from that, I got the cargo mat cover. It protects the carpet and backs of the rear seats and top of the rear seats from dirt. I heartily recommend it. I carry parts for work and groceries. Also, the cover unfolds and lays over the bumper to protect it while you load the back of the car if you need it.
Go to Wal-Mart and buy the $11.32 clear floor mats. They are thinner than high-quality mats but they are cheap, lay very flat, crystal clear (you can see the Scion name right through them) and save your carpet from wear and tear.
From this point, I would hang with other xB owners as much as possible. Explore what each have done with their rides and make your decisions slowly. You will learn on your own what your likes and dislikes are, what you can afford and can't afford. More importantly, you will do your mods only once, not twice and save yourself some cash.

Some great info Here! I already have a Green Drop in Filter and a set of 18" RoJa wheels. I like the arm rest, idea, I will paint the Calipers and the clear bra makes alot of cents...Thank again!
It depends on your budget. Monroe Sensatracks for the back are very inexpensive (<$70 for both, shipped) takes 10 minutes and drastically improves the ride - unless you're going to get some better shocks (koni's.)
For power improvement, a better intake is fairly easy and quick, and can be under $100 if you go aftermarket (YDR is popular, very similar to Injen.) Not much is going to do a big change unless you T/C or S/C, but that and a better exhaust are lauded quite a bit here.
A short shifter improves the standard somewhat, I have the TRD and like it, although the Perrin is more adjustable.
Running grounds supposedly helps a tiny bit, and can be cheap.
Dropping it can be so-so to way expensive, but improves handling.
I cant really speak to cosmetics (I dont care that much about that) but some of the other suggestions are prety good.
