the only place I could see those things going is in a hole that was drilled for a front license plate that was removed. I have been under and around both bumpers no round holes for plugs.. only the square tie down hole plugs

Lookie! There are no extra holes in the bumpers made by the factory other than the
hole front and rear that's covered by a flush-fitted, rectangular panel of body color
and this is not a tie down. it's the pass-through for the OEM supplied towin hook which you will find nestled next to your spare tire. It's for pulling or being pulled short distances.
I presume that the rectangular plugs pop out by a push from the inside?
I have an accessory trailer which I think I'll try hauling by use of the emergency towing hook-thing. Yes, why not?
I'll make picture later on if I do a trial fitting.
