If the tire is wider than stock, then yes, but not by much.
If the tire is a larger diameter, the mileage will get better--if it's smaller, the mileage will get worse. But you won't see it, since the odometer will be out of calibration.
If the wheel is heavier than stock, the power will be a bit less for accelerating, and the mileage may go down slightly, but not much.

I have 20's and just got 31.5 mpg on my last fill up. All city driving with AC on, and auto tranny. I also calculate for the difference in my odometer for the larger wheels. Key to good milage I found is to not floor it when I take off, and let it shift at 3000 rpm's or below.
