I was driving by our local Toyota dealership and out from the intersection pops a Hot Lava box. They just got it in without anyone preordering it. I have seen two different people driving it. Also, whats up with the hubcaps. Are they not suppose to have some rims on them?

You dont have to pre-order a Hot Lava for the vehicle to come in. If the dealer has it in there allocation and it gets to the port. Then the dealer can flip the car and have it come to the dealer.
