I got my first oil change at a toyota dealership with synth at 3000 not my car is at 4550 and the maintance req light blinks a little when I turno on the car is this just because they forgot to reset it?

Or does the car throw that light when the oil is bad?

They didn't reset it because it wasn't on when you brought it in for the change at 3000.

You can also change the # of miles of your interval.
Change it to 3k if that's your intent.
