I am going off of what I have read so if anyone wants to correct me, feel free.

The turbo is not legal. The supercharger, however, is CARB approved. The release of it was delayed several times to ensure that it is legal. I think a company is working on a CARB legal turbo, but hasn't come out yet.

The only supercharger that I know of is the TRD supercharger. I am sure that is the only one that is California legal if there are any others.

EDIT: Sorry, I was thinking tC. I didn't realize this was in xA/xB forced induction until after I had posted.
