Easy fix:

1. pop hood
2. remove upper grille (3 plastic fasteners on top)
3. unbolt top of bumper cover (4 bolts & 1 plastic Fastener) 1 bolt on the fender by the front tires each side, 2 where you took out the front grille.
4. Pull out on the sides of the bumper cover by the front tires, then forward.
bumper cover should be free on the top.
5. Pull back on each side to access the fogs tiwst and change the bulb.
6. Put it all back together.

the bulb size is 9006 I would suggest you repalce both with better bulbs like Sliverstars or Luminics.

This should take you 10-15 min.

Peace!!

To remove the plastic fasteners, first note their construction. Each one is a unit; an assembly consisting of two parts. The outer part snaps in and out of the hole in the car, and the inner part snaps in and out of the outer part. When snapped in, the inner part expands and locks the outer part to the car.

To remove a fastener, do not pry up on the whole thing, or else ultimately the fastener or part of the car must break to release the grille.

Look for the little indentations on each side of the inner part, insert a screwdriver into the most convenient indentation, and pop the inner part up. It will only come up a little bit and is not supposed to come out. Popping the inner part up un-expands the outer part, which can then be pulled and popped out the the car.

It was not obvious to me. I read the DIYs and other online instructions, and did not understand the construction of the fasteners. They just said "remove" -- one said pry with a screwdriver, another said pry with a plastic tool. I began lifting the edges of the fastener with a dull knife so that a panel popper tool could be slipped under the edges. After a little prying with leverage of the popper, I realized something was not right, so I began reading all the DIYs again. Finally I noticed this photo in a DIY, and realized the construction of the fastener:

I have been wrenching bikes and cars for years, and it's hard to get used to how the Scions are assembled with so much snap, crackle and pop. Well, hopefully no crackle.

I am thankful for this question and the answer. I installed my fogs, but then have been afraid to use them because I didn't know the bulb type or how to change them. I would never have guessed the whole bumper had to come off, or figured out how to do that.

I was able to reach mine from underneath without removing anything. I am lowered as well.

I have been wondering why it should be necessary to remove the bumper to change a bulb. From underneath I can easily reach the fogs, but the lip is too low to get my head far enough under it to watch what I am doing. Should be easy with a iittle ramp.

I bought a 2x10x8 ft long, and had the store cut in in two 48" pieces to carry in the xB. I used a circular saw to cut each 48" piece into an 18" and a 30" piece, using a 45 degree cut. Nailed the short pieces on top of the long pieces, and made a cheap 3" high ramp. It is easy to roll up on the bevel cuts, and it is a good height for changing oil (and fog bulbs).
