hi, im from the government and im here to help. dont ask, dont tell. we're only looking out for your welfare  etc, etc, etc. they look to make sure a pipe is there and that ur check engine light is not on. they dont take ur muffler apart to see if it had been gutted. as long as it had the appearance, u shouldnt have any troubles as long as it pass emmisions

NO! It's not legal in NC and if I remember correctly they just started using the sniffer for emissions testing. Since the header eliminates the cat you aren't going to pass that.

*NC State inspector here*

if your car retains all the original emissions equiptment (Cat o2 charcoal canister etc) then youll be fine. make sure it doesnt leak anywhere. or it will fail for an exhaust leak

actually they just finished the sniffer type emissions testing. and that only pretained to vehicles in the "original counties" and that were 1995 and older

now cars 95 and older get safety inspections and cars 1996 and newer get OBDII tested. and their is no way to cheat the system if you have a CEL on. turbos, blowers, headers, will all pass inspection as lons as all your emissions components work and connect with the computer.
