I tried to search for this, but didn't find what I wanted. So here's my question: What is the best way to get the most amount of horsepower, aftermarket. using the least amount of money. Furthermore I can't afford to turbo it.

Intake, header, exhaust and crank pulley will be the cheapest way to get HP without going F/I (SC or turbo).

I got the biggest (still modest tho) HP gain from my OBX 4-2-1 headers. Butt dyno that is.

I have been well pleased w/ it. The Header gives me a decent edge on the street, but were not talking a HUGE HP gain.

The most noticable improvement is on the highway where I don't have to downshift to pass "casually"...but I usually do anyway cause I'm greedy for momentum like that

Yes, this is posted, but not directly, and I do appreciate the replys. Second question is which brands are the best for these mods and were are the cheepest prices? Here?

That is a hard question to answer, everybody has an opinion on what they think is best. This is were you will need to do a ton of reading and searching on what will suit your needs. I'll start you off with a few things to read.

I was in a similar situation. I wanted more power and had a little and I mean little bit of money to do it with. I just kept searching and talking to people here. Like ProshopXB said everyone will have thier own opinion. You can go searching on each part and see what people have to say. Alot of time too you will be able to hear some sound clip's, I think this helps because I wanted power without alot of noise. Mine is quiet compaired to some I have seen but, still faster. You will need all 4 to really make a difference. You may notice small gains from each part but, the real power comes from all the component's combined. I mean Intake, Header, Exhaust, and Pulley. You still can't beat Turbo's or Supercharger's but, it makes it real fun to drive especially on windy roads. Good Luck.
