Google is your friend...

Q:How can i remove multiple cement splatters from the hood of my car? what substance contains miratic acid?
A:Miratic Acid, can be purchased at Home Depot.

Q:If I use miratic acid to get cement off the car (like you all have suggested), will it strip the paint, too? The people at Home Depot looked at me funny when I said what I was going to do with it.
A:It will soften the cement so you can remove it. Just rinse it well with water when your done.

And hopefully the scratches are only in the clear coat. If so, they can be buffed out.

If ever it happens again, rinse off right away. Water will disolve/delute the lie in the cement and cause it to come off.
