Any moron who's just mildly skilled with fiberglass resin and t-shirt fabric could make those ugly things in a day. (read: any dude in a stereo shop who's built a 'glass box or two).
If you're NOT good with 'glass... you could pay SOMEONE ELSE who IS about 1/3 that price and have him make them for you - and you could customize them to leave out the stupid side screens too.

The only fabricated part in the pictured headlight setup is the housing. The lights themselves are off-the-shelf projector (high) and flood (low beam) lights.
But you're right, they're not like building a fiberglass speaker box. A speaker box requires you to build with strength, engineered shape, volume etc (if you want it right). Those housings just need to LOOK decent.
Complicated it's not (if you know 'glass). Carve yourself a male plug out of molding foam, when you like it and it fits the way you want, splash the female molds, dress the molds and make your final piece, finish with plastic filler if needed and paint.
For the sake of arguement, very simplistic yes, but with THOSE lights, that's about as complicated as it gets (not very....)

Well first off "carving" a male foam plug that looks and fits tight is not easy. Also, you will need to carve TWO of them. One for the drivers side and one for the passengers. If you don't want to have them look lame, they will need to be IDENTICAL to one another. This is hard to do. Also, after creating this fg piece, you will need to create a watertight housing to go behind it that will fit the xB. This housing must also be able to bolt on the factory aiming mechanisms so that you lights are effective. You could possibly use the stock housing, but they go for over $100 a piece. So for two of them thats over $200 right there. All of this is definitely possible. However, not necessarily something that any 17 year old at the shop can do after twisting up a fatty. There will be lots of thinking and planning and fabricating that would go into making something like this. I would be astonished if anyone would fabricate a one-off, custom headlight kit that was ready to just bolt on and plug in for the price you mention. Nor would you see them ready in a day or two. You may not dig the style of these headlights, but take a good look at the picture. They fit TIGHT. Quality ain't cheap. Would I pay $1,265. Nope. But, I doubt I could get a similar quality, custom job for cheap. DIY is a different story, but I've only done a couple glass projects and my attempt at something like this would be comical.
