I didn't take my bumper off to install mine... (and lots of other people have too!)
Jack up the car, remove the driver front wheel.
Remove the lower air diffuser and most of the wheel well liner and you'll have access to everwhere you'll need to go to install it.

That's how I'd do it. For some reason Injen likes to take bumpers off of cars but it's not necessary.

Yes, just take the wheel and splash guard off... this has been discussed several times.
I actually took off too much plastic, but it wouldn't be a big deal to take the bumper off anyway.
Anyhow, heres the way to get the 2nd pipe in. Point the end where the filter goes on directly toward the shocks. About the opposite direction from where it will end up. Also, put some tape or a sock around the end if you don't want it scratched up. As you wiggle it in there, start twisting it towards it's final position. You WILL need to man-handle it a bit. Good luck.
