Wiring from a Fuse box

I'm a complete n00b when it comes to wiring cars so please don't bash me. I tried searching but honestly, I wasn't even sure what to search. I found the fuse box on the drivers side and I have a question. First off, I'm planning on putting some cold cathodes in my Wheel wells and possibly under my seats. My problem is that I don't want to run a second wire from the battery unless it's 100% necessary, I don't want to run power off the cigarette lighter, and I don't want to use Add-a-circuit.
I understand that in a fuse slot, One side is hot and the other side isn't. How do I get behind the fuse box so that I could put a wire into one of the empty slots that's hot and how do I know which slot is powered or not.
My plan is to get a wire from a working empty fuse slot (which of course ill buy a fuse for), to a switch, split it from the switch to 2 or 4 different wires which would then go to the cathodes. Any problems with that?

Buy add-a-circuit and put it in the empty fuse slot # 30 i think that is what i did and i just installed 2 cold cathodes under the foot wells and leds in my cup holders and air vents this weekend and they r on 1 switch. but u have to put a fuse in the add a circuit in the slot closest to the wire coming out of it.
