Whats up ppl

I have a set of Sportmax 962 which have a chrome lip on them, I dont know how this happened, but the chrome on the lip is starting to chip. I was going to just buy new wheels, but then I thought about just getting them re-chromed....got some questions though and hopefully you guys can help

1) Can you even re-chrome rims???? Esecpially ones that arent 100% chrome?
2) Has anyone had this done before and cost?

is it chrome or polished or machined? Alot of these rims now have a clearcoat over the lip.

Its has/had a clear coat, I believe it was polished *not 100% though*

it might just be the clearcoat chipping.
