Default CA Smog

Any Cali folks hear of the new changes in CA smog? Not sure when this came into affect. I think just this year, but I smogged my other car couple days ago. Only took around 10 mins and passed. Anything 2000 and up, the car doesn't go through tail pipe test and doesn't run on dyno. All he did was idle the car and plugged machine into the OBD2 port. Then it passed. Smog tech says all the machine does now is makes sure there's no engine codes and checks to see if sensors are working. I'm sure it just needs to run for a couple of minutes to make sure no codes pop up. That really makes passing smog simpler, easier. Some cars just don't pass because emissions too high even though everything is working.
