If you're looking for the actual grill piece, it's on eBay. The lip that you have the pictures of on the bottom is the "RS1" front lip that can be found on racingsolution.com
EDIT: If you want the "tC" emblem on the side, you have to either relocate your rear emblem or buy another emblem and use 3M double sided tape to place it there.

if you can give me the link would be great, I'm seeing some grills but the one I want has like a "Honey comb" pattern or something like that.

There were several aftermarket grilles made for the gen 1 tC - VRD, Grille Craft, Figure Engineering, etc.
VRD is plastic, but has a frame that fits like OEM.
I believe the one in the pic you posted is a FIG (Figure) grille. This is metal, but does not have a frame. You drill holes in the bumper / grille opening, and secure the grille with zip ties.
You can Google any of these three to see what they look like, and if they are still available. I searched 'Fig grille scion tc', and got a bunch of results - including this one on ebay, same one you already found.
