So I bought some new rims for my 07 tc. They're 17×9 JNC rims and the center caps wont stay on because the front axle sticks out in the front. What can i do besides getting a new axle.. Maybe i can get spacers?

spacers would help, but you can only go so much before rubbing can become an issue. While I wouldn't do it myself, you could shave down the axle until the cap fits. This shouldn't compromise the axle since your cutting it past the axle nut. However, you have to be careful not to mess up the remaining threads so you can get the nut off in the future. A cutoff tool will be best.

You COULD grind or cut off a small portion of the end of the axle shaft if you only need a small amount for clearance. It won't hurt anything although the squeamish among us will likely scoff. Modification is not always a bad thing. This might seem extreme to some, but it's safer than using spacers. Doesn't look like you need much taken off.

Probably going to get some small spacers and cut the axle just a bit to get some clearance. I'll post pics.. Installing some new tein springs too
