so 490/each side and 200 labor?(1180) or 490 and then 200 labor? (690)

either way still rediculous! you could get a BBK like wilwood or soething for price of first or the fastscions.com one for the price of the 2nd; sounds like they're trying to screw you over

the mechanic in the other shop told me the problem was in the rotors, he told me, in the dealer they (sry is the term is wrong) turned wrong the rotors and they damaged them. He installed new rotors and pads. everything is working fine!

Friggin dealerships are hack jobs. I used to work for family shops and they still have real mechanics. You know grease monkeys, not the ones that read books and learned how to plug their special "TOYOTA" only diagnostic gadgets. Of course there are some reputable dealers but they are as rare as a honest used car salesman.

The main issue with calipers locking is that when they do, they generally do with the piston extended, and then the actual pad replacement is impossible - once the new friction material is on, the clearance is too small to go over the rotors. While properly used calipers should last long past that mileage, it's certainly possible, and even somewhat common for them to go up early, especially due to poor breaking habits (not saying you do that, just saying that's the case 90% of the time).
