My wife started up the xB yesterday and three lights stayed on, the check engine light, VSC light and the trac off light.
Stopped by a local mechanic and he ran the diagnostic on the codes.
He tested the evap system and found water in the system.
It apparently came in through the filler tube joint.
The TSB mentioned above was the fix for the xA models that had the same problem.
I stopped by the Toyota dealership and they are not aware of this issue on the xB, but the local mechanic says he personally knows of the same situation in other xB's.
Has anyone else dealt with this issue, and if so, did you have any luck at a dealer?
Cost for the repair is over $600 and I am thinking if Toyota knows about this they should make this more of a recall than a service bulletin.
If anyone out there has any information I would appreciate passing the info on to me. I am going to meet with the dealer tomorrow and I am hopeful for a good resolution to this matter.

My local dealer called me back and offered to help with the repair.
They asked for my contribution to be $200. I thought that this was fair despite the fact that this is an obvious flaw. It is not covered by the service bulletin I mentioned. At least they made an effort which I appreciated very much.
Any of you that live in a wet climate make sure you watch out for this. Those of us in the pacific northwest are particularly vulnerable to this occuring.
