Default Hesitation @ 1800 - 2300 RPM

So I have a 2009 BX with 59,000 miles on it. It is a manual transmission and has been running like a top since I've had (about 3 months now). A couple of weeks ago it has started to hesitate/bog/hiccup at Rmps between 1800 and 2300. This will happen in any gear that it is in so long as I'm operating at that rmp range.

I first thought that it might have been a fuel issue since it started about 30minutes after I rolled over some serious rumble strips. I though I may have stirred up some sediment in the fuel tank. But since it is only happening at a certine RPM setting, I feel like this is an unlikely cause.

I then thought maybe it was associated with my traction control unit. It kind of feels like a it did when the car was slipping in the snow this winter. Like the computer is killing power to avoid slippage. So I hit the button to kill the traction control function, and it still happens. And, when it happens it kicks off the light telling me it has reengaged the traction control. (This is assuming the the amber light on my dash with the skidding car image is telling me that feature is off).

So, I'm at a loss. Has anyone had similar issues and if so, what is the problem/fix?
