What the max offset can you go for the gen 2 without pulling fenders?

It's all relative to how low you want to go and what width and size of wheel you run.
If you want to roll the fenders and flatten the lip, you can of course go wider with less offset.
But to be safe, i'd say 19x8.5's in front with 35mm offset and 19x9.5 in the rear with 45mm offset. Run the 235/35R19 tires and you should be safe. I had a friend run that setup with DF210's for a year with no issues.

I'm looking at buying some Privat Legende wheels 19x8.5 im looking for an aggressive stanced look, im lowered on tein s-techs, i dont want to roll my fenders. Can it be done? What tire size would be ideal for fitment? The rims come in 30 and 40 offsets.

First off and foremost, 8.5 won't yield an 'aggressive' stance. At all. Secondly, you can't go aggressive without rolling your fenders. Period. The whole idea with aggressive fitment is getting the tire and wheel as close to the fender as possible. Can't achieve such fitment without taking care of that lip.

However, given the offsets and wheel dimensions, I'd recommend the 30mm offset and a 225/35R19 tire. You will be more aggressive than stock and shouldn't have to roll your arches. If you opt for the 40mm offset, you could run a beefier tire like a 235/35R19.
