In combination with good bulbs, you need to remember that no matter how bright or intense your beam of light is, the headlamp plastic is what determines your brightness in the end. I use McGuires Clear Plastic Polishing Wax everytime i finish washing my car. It extends the life of the headlamp and makes all the world of difference for night time driving.
you are absolutely right, keeping the headlight in good condition makes a world of difference in output. I have glass headlights so i never have to worry about it. Still, they suck when it comes out output even though they are mint.
