I have Rockblockers tinted taillight film on my xB and have not had a problem with being pulled over. He has legal tint film that makes the tails look fogged, but you can still see your brake lights.
I have the lightest level of tint which is 20%. He has a dark tint level but the brakelights are not as visible which is what the cops watch for. I've been pulled over 3 different times since I had the tint put on, but they where for neon lights, speeding and more speeding. Each time the cop looked at the tails and said they where fine. Of course this was in glendale, mesa and phoenix, not Scottsdale, but I would imagin you wouldn't have a problem there.
Each city can be different and set their laws the way they want to. I use a 20% Smoked film on most of the cars and dont hear of any issues on the tail lights. From what I have been told you need to be able to see brake lights from 500ft away. Which is no problem with the 20% Smoked Tails I install.

He speaks the truth...As long as it is visible from 500 feet you are good...I had Chad smoke mine a year and a half ago, ZERO problems...
