Good luck with finding one....that's a piece I think everyone ends up losing.....I was told that it's where they tie the cars down on the train and when they go to put the piece in they just pop it in there n not secure it so they fall out....I ordered new grills for the 2 lower ones and until they come in I relocated my licence plate to fit right over it so you can't even see the space

thats funny.. i bought my xb used, about a month ago. and it was missing those pieces too. but i let the salesman know and he was like " oh i didnt even realize" and they ordered and installed them for me.
Noticed mine was missing on the left side a few days ago. Lost somewhere in the road trips. Went to the local dealer and ordered it and had it back in place the next day. Was a bit pricey but not something I wanted to leave off. I think it was about thirty bucks. The parts guy said they must really be proud of that part. It has a barbed lanyard to hold it in place in case it comes loose again.

I've never had those pieces, but I covered up the bottom grille anyway, so I don't miss them. Sucks more on the PW, though, since it makes that bit stand out more.

My car isn't dirty, chipped, or scratched. It's developing a patina.
My stock one on the passenger side did not have the little plastic cable thing on it , but the replacement does. They must have learned something from everyone buy a passenger one.
I had one fall out and my dealer got me another one covered under warranty. The new ones have a tether so if it pops out it will stay attatched to the bumper for a bit. They don't cost that much new anyways. Hit up Jamie at Sparks.

go to murrays orwalmart or somewhere like that and look for a square fog light. the threads around here somewhere, but you can just cut that white piece out and put in fogs. i did it in my box, looks pretty clean!

BTW. Everyone looses them. If you get replacements, drill two holes in them (small) and run a zip tie threw them so that they don't fall out again. I didn't loose my driver side one until I put coilovers on, and sat it low.... If I can find the passenger side one, I'll send it to ya for little like $20
i dont think there's any rule. i live in a pretty stiff part of town, and i never got anything for it. i believe you can even just say they're running lights. :/
they're 40 bucks, well worth it. i actually didnt lose mine, but i spraypainted it silver and if i wanted to change it back i could (had a spare set of grilles) so i kept the pieces. i think it looks really good. you have to cut out the white part where the grille went, so you can screw it in, and you have to drill a hole in the bumper to put the screw through, but its really easy. the cords are easy to do as well.
