Pure Price doesn't mean that Scion sets prices for service (or for its cars either). It means that the dealer's advertised/posted price is the price you pay.
From the Scion website: "Scion's
Pure Price purchase experience means no haggle, no hassle. The price you pay for all products and services offered equals the dealership's posted and advertised price."
In this case the dealer posted one service price on its website and quoted another price over the phone. If I went in and asked for the 15K service based on the website, I'd suffer a bit of sticker shock when I got the bill.
