That's your crankcase ventilation hose.

Very easy to replace, don't be worried if there is oil in it when you replace it.

May I ask what are the symptoms of a faulty or clogged crankcase ventilation hose?

My guess is the engine crank but won't start. At least that's what happens if you disconnect the pvc hose from the pcv valve or intake manifold.
