Default question about the steering wheel

The xD did away with the steering wheel fluid by having electricity power send to the steering wheel. What if anything goes wrong, like say there are no electricity power in the steering wheel, will it lock up that it freezes, or have some resistant that it would be hard to control the wheel?

As long as your engine is running, you will have a unlimited supply of electricity and if you don't have electricity I would guess the steering wheel would be harder.

Here's a video of a guy driving while his car is turned off, he's driving because he's getting towed by a rope.
