Default Tail Light Fuse (Fuse #29) keeps blowing...

Hi scionlife, this is my first post on here, and it's really just for this issue. Here's my timeline:

5 days ago: Tail lights go out, parking lights go out
4 days ago: Install aftermarket headlights, with CCFL halos (CCFL inverter included) (They didn't work)
3 days ago: Found out that the fuse was the problem, replaced it, worked for a few minutes, but then blew.
3 days ago: 9 fuses later, they kept blowing one by one, IMMEDIATELY.
1 day ago: Disconnected the tail lights, fuses are still blowing.

The obvious next option is to disconnect the parking lights (which power the halos) and disconnect the license plate lights, (tail, park, license plate are all controlled by TAIL fuse). Let's assume that after all of that, the fuse is still blowing. Where should I look next?

My car is an 06 Scion tC. These are my new headlights, reviews show that they are plug and play and that they work properly, so unless they're defective, I don't think they're the problem.
