So you're driving along with the lights on.

You park somewhere and turn the car off - the lights remain on at this point.
You open your door - the lights should turn off automatically when you open the driver's door.

Next time you get in and start the car - the lights turn back on.
Repeat.

Ya, that would do it. It's nice b/c if you stop and turn the car off without opening a door, you can also still close your windows and sunroof for up to 30 seconds I think. But the lights won't turn off until you open your door.

and you won't be able to operate windows either if you open the door.. even with the time delay.

it's either time delay, or door opening for windows..
and for the headlights, it's just the door.

keep note, if you turn on your headlights when your door is already open, the lights won't turn off automatically.

Classic toyota feature. Every one of em I've had all the way back to my 85 Camry has done this.
