all i want to do is have a brighter white or blueish light emitted from my headlights, what do i need?

The best and most legal option... replace your headlight bulbs with Sylvania Silverstars... They are probably the best legal option.

Non-Dot... you can always look at luminics bulbs.... They get pretty blue as well...

some cars come factory with a kinda blueish light, what are those?

HID's?... Scion's do not come with them.. check out sponsored sales for some.. they got some deals goin :)

i have the silverstars and im happy with them. i think theyre the brightest you'll get without HIDs. plus, theyre legal. =)
