Default 2005 tc P0010

My friends engine went bad and we went though and replaced it with a remanufactured one and it started juwith a P0012 code so we took the solenoid out and cleaned it and make sure it was clicking correctly and put it back in. That engine had issues so I sent that engine back and they fixed it and I put it back in and this time it is throwing a p0010 code and it's talking about the actuator circuit. I don't know where to begin looking I was checking the voltage and it has 12 when you turn it on and the computer does the little check before you start it. When it's running the max it gets is 1.5 volts is that normal or what should I be looking for. Thank you for the help!

Have you checked you fuses? Sometimes a bad fuse can output weird voltages.
Maybe a bad camshaft sensor throwing the code.
