yes, the tc has an ecu. now i don't know if dealerships sell them, but you could just go to a junk yard and find one and have it reflashed.

All modern cars have ECUs. It's what controls the car, besides you. What you're asking for is a chip, and so far there are no reliable plug-and-play chips that I have come across. The closest will be a form of engine management, such as E-Manage or an AEM standalone ECU, but those will require tuning by someone who knows what they are doing.

why would you need your ecu reflashed on a stock tc? the reflash is a new fuel map to make the car work wih trd supercharger.

do you mean reset the ecu? if that is the case, just disconnect your battery for 10 minutes and it is reset.

I'm still assuming that he wants more HP, like the dealership re-flash for GTIs that add 60 horses. And like I said, there is no such thing for tCs.

There's pulleys, weight reduction (not hp, but helps out), fine tuning, and a few others. But for the cost, the only thing with a true bang-for-the-buck is a turbo or supercharger kit.

Well, I don't recommend them for the fact there's a lot of controversy over removing the stock crank pulley, which contains a torsional damper (keeps parts of the engine from rattling themselves to failure), but many, many people have replaced them, and have had no troubles in the two-three years they have had them on. I'm the paranoid person who would predict the damage to happen to me pretty fast, but if you can overlook that, a set of NST pulleys is a great mod.

First look if in your autocross category accepts any of such mods.
