There are currently no aftermarket computers that will allow you to tune outside of WOT for any reasonable period of time. The Toyota ECU will eventually relearn and adjust accordingly.
The only exceptions will be the AEM, which is a completely standalone computer, and supposedly Dezod's piggy-back, but I'm not clear on all of the details for that one.
And as far as I know, neither of those are currently being marketed, just talked about.
