Heat / A/C Display Light..

So I’m new to the site and to owning a Scion tC. Have a question and maybe need help figuring a problem.
Is the heat/ac display light supposed to turn off when you turn lights on? ( I would think it would be the other way around).

How can I fix it to where the display light comes on with my lights? Or is this just the way they are?

Got the same problem on my 07, it's supposed to switch over to light up everything and dim the back light on the display. The issue is usually the climate control unit. I already checked for power and ground and they were good.
