Hit in Walmart Parking Lot (Updated) Need Paint Advice

I spoke with the head of loss prevention at Walmart and they said they didn't even see my car on camera at all let alone see it get damaged. I don't believe she actually took the time to look. I have her a description of my car and where it was parked along with the date and the time frame.
It is a lost cause. I am just going to have to bend over and pay for it out of my pocket. The problem is I don't have the money now to fix it. I most likely have to wait until the spring to get it fixed.
I was going to get the dent removed now and then put primer and touchup on it until I can afford to fix it. (most likely when spring starts)
Does anyone have experience with paint damage and rust? Do you think putting primer and touchup on it is enough to prevent it from rusting or prevent the paint from peeling further? Or do you think waiting until the spring is too late and the metal will be destroyed by then?
Also when repainting the fender do you think they will ever get the paint to match to the point I won't realize it was repainted? I have never had bodywork/paint done on just one section of a car before.
Any advice on methods to use to make sure it doesn't rust or peel further? Do you think it must be repainted now in order to prevent more damage?

Estimates vary from $325, $400, $450, and $500. I wonder how fast it will start rusting. I could just remove the dent for now and put primer and touchup on it for the winter and hope it won't rust or have the paint peel more. I am sure if I get the dent removed some more of the paint will peel.

Update: Dent is fixed. Had PDR done to it. Paint still needs to be fixed. I am holding off on doing it at a bodyshop until I save up the money (most likely in the spring).
I have Duplicolor Filler Primer http://duplicolor.com/products/fillerPrimer/ but my dad says Duplicolor Self Etching Primer would be better, http://duplicolor.com/products/selfEtchingPrimer/ Any advice on which one is better for this type of repair?
I need to get touchup and clear. I do have touchup from the dealer in the pen and brush but it is probably too large of an area to use it.
I looked up Duplicolor Perfect Match Paint in an 8oz spray can and they carry it at a local auto parts store. Autozone doesn't carry it and Advance Auto Parts is out of stock. Here is the link to it.

Has anyone used this touchup paint before. I also looked on paintscratch.com but it is $25 for a 12.5oz can as opposed to $8 for a 8oz can of the duplicolor. What do you guys/gals think? Any advice on which touchup paint to use?
Also, which kind of clear should I use? Duplicolor makes a clear just like the touchup paint

but it says acrylic enamel on it. He said that's the one he uses. (This is the only link I could find it is the can to the right)
I don't have a garage to do it in, I live in an apartment. So I am going to have to do it in really cold temperatures here in NY.
Any advice to help me touch this up until I could get the fender resprayed at a bodyshop would be appreciated. I know it takes time to read over this and over your input but just know your time/input is appreciated.

Honestly, it's not that big. I would just sand out the rust that you can, then put some of the touch up paint on it. Put some clear on that, then wait to get it painted. Any reputable shop will make the paint match very well. I can't tell that my car has ever been spot painted. You will end up spending a good bit on stuff like rubbing compound and scratch-x and sand paper and hours of work to get it to look good for a spot like that.
