Question about center brake light

Question about center brake light
Bought a new OEM brake light and installed it today. Tonight I noticed the inside of it, gets lit up by the license plate bulbs, as seen in the picture. Is this how they all are? Never noticed if it did this before

This is what it looks like. The two silver brackets are intact and in the right position (left, right). The light from the plate bulbs is shining on the other side of this whole assembly, into the center brake light

Solved the problem by covering the top and sides of each license plate bulb housing with 2 layers of black RTV silicone. No more light passing thru, and still dont know if Im missing anything
